Land Tender Invitation
THE PARISH COUNCIL IS INVITING TENDERS FOR ONE YEAR LEASE OF 3.2 HECTARES OF AGRICULTURAL LAND SITUATED OFF CHURCH ROAD IN THE PARISH OF TILNEY ST LAWRENCE. THE TENANCY TO COMMENCE ON 23RD October 2010
THE LAND IS CURRENTLY UNDER CULTIVATION AT A YEARLY RENTAL OF £570.00 PLUS LAND DRAINAGE RATES AS SET BY THE KING’S LYNN INTERNAL DRAINAGE BOARD

The Dr Punsfer Gift Charity is inviting applications for grant aid from individuals, clubs, groups and other organisations from within the civil parish of Tilney St Lawrence.
The civil parish of Tilney St Lawrence comprises the villages of Tilney St Lawrence, Tilney-cum-Islington and Tilney Fen End.
In the first instance requests for an application form should be made in writing to the Secretary to the Trustees, 46 Tottenhill Row, King’s Lynn. PE33 0RQ.
Applications from individuals will only be considered from those who have been resident in the parish for a minimum of two years prior to the date of application. However grants can only be made for charitable purposes.
Closing date for the receipt of completed application forms is Saturday 31st October 2010.
Applicants will be advised of the Trustees’ decision as soon as possible after 30th November 2010.
GARDEN ALLOTMENT
Tilney St Lawrence Parish Council is interested to know how many parishioners definitely wish to rent a garden allotment should suitable land become available.
Before the parish council can consider acquiring land for allotment purposes there needs to be known that a sufficient number of tenants would take up the offer.
Prospective tenants would be residents of the parish and would enter into a written contract with the parish council. The contract would be the accepted contract for such land and would be based upon the wording of the Agricultural Tenancies Act 1995 and would be legally binding for the term of the contract. There would also be a financial commitment in the form of an Annual Rent for anyone taking up a Tenancy.
At present there is no certainty that land could be made available as the council would, itself, need to find land to lease for the purpose. Rent would be based on the amount the Council would have to pay for their Lease plus Drainage Rates if applicable.
If any resident is prepared to enter into a commitment as explained above, please advise the Parish Clerk in writing.

Police advice following overnight thefts – Marshland
Police are renewing crime prevention advice to Marshland residents following an increase in overnight thefts from parked vehicles and outbuildings.
In recent weeks, a numbers of overnight thefts have been reported in rural areas including Terrington St Clement, Smeeth Road, and Long Lotts, Marshland St James and Walpole Highway.
One local man has been arrested in connection with a trailer theft and a stolen pick-up truck recovered by officers.
Officers from Terrington Neighbourhood Team continue their on-going initiative to raise awareness of home security measures and provide free security products to households affected, as well as neighbouring properties.
Terrington Sgt Sam Pontin said: "Given the recent trend, we are reminding all local residents that investing time and effort in home and vehicle security can deter opportunist thieves. We are working closely with response officers to deter, disrupt and identify offenders and ask local residents to remain vigilant and report any suspicious activities or vehicles immediately to police."
Home and outbuilding security:
Keep sheds and garages locked and secure at all times.
Use security lights where possible.
Visibly security mark any valuable equipment and lock this to something immovable.
Ensure gates and side-gates and shut and bolted.
Vehicle security:
Remove any valuables from the vehicle or from sight when unoccupied.
Ensure sought-after items such as handbags, audio and camera equipment, lap-tops and sat navs are removed.
Ensure your vehicle is locked when unoccupied.
Park in a well lit area or near CCTV where possible.

Norfolk & Suffolk Unitary Authority Proposals During the past months members of the parish council have been attending the many consultations and information events to find out as much as possible about the Boundary Committee’s proposals for Unitary Government in Norfolk & Suffolk. Tilney St Lawrence Parish Council has discussed and considered all the information that has been made available at these meetings and the following submission has been sent to the Boundary Committee. Dear Sir Re: Draft Proposal for Norfolk The Tilney St Lawrence Parish Council has very carefully considered the recommendations of the Boundary Committee for local Government re-organisation in Norfolk. We do not support these recommendations for the following reasons: • We do not believe that such a large authority would be able to operate at a realistic cost. While the Council Tax rate will be held in the early stages, ultimately rural areas will face increased Council Tax without any realistic improvements in service. This Parish Council considers that it would not be cost effective in terms of the additional staff who would need to be employed to operate the proposed Community Partnership Boards and the support staff required by the 120 Unitary Authority councillors. • The geographical implications would be compounded. West
Norfolk is already poorly served by Norwich. The proposal would seek
to isolate the west even further. Local interests would not be understood
or best served by such a large diversification • King’s Lynn & West Norfolk Borough Council offers excellent refuse collection and recycling services on a weekly basis. We do not believe this would be maintained and would instead become a fortnightly collection. We believe that such vast diversification would damage the quality of service that the residents of West Norfolk currently enjoy and expect. • We, as a Parish Council, were not consulted in the early
stages. Hence the proposal appears to be ‘a done deal’. Parish Councils
are aware and in real contact with rural communities and believe that
we should have been consulted at a much earlier stage and greater credence
should have been given to our views. • We feel that the size of the proposed area together with the reduction in the number of councillors would effectively reduce the democratic representation across Norfolk and that residents and businesses who currently enjoy immediate access to a local councillor will be disadvantaged under the scheme. • This Parish Council does not take the view that the establishment of two layers of bureaucracy – 21 Community Partnerships Boards and 5 planning, licensing and scrutiny areas - to replace the existing District Councils has any financial or administrative value. • The emphasis on the allocation of resources and responsibilities to the Norwich Development Board will be at the expense of areas such as King’s Lynn, thereby having an adverse effect on the development and progress that would otherwise have occurred. If the ‘status quo’ is not an option to the Boundary Committee then due consideration should have been given to the east/west split concept as submitted by the Borough Council of King’s Lynn & West Norfolk.
